Yes, in the YouTube studio (I believe there’s a captions or subtitles tab) you can add your own subtitles, although you would have to type and time it manually, and the viewer would have to choose to enable captions. If you do do that then I would recommend deleting the automated captions for the video.

Pretty much every video editor has a “text affect”, which would usually be pretty easy to implement. One of my favorites is Davinci Resolve, and it’s free. It may look a bit advanced, but you don’t really need to know too much to use it. Really simple tutorial, at the bottom there’s different sections, go to the “edit” tab, drag and drop your video, on the left side there should be a titles tab (if not click the effects button on the top left), and drag and drop your title. It should be pretty easy after that, double click it to go to the details to edit it, you can change the time to match the audio, ctrl+c and ctrl+v to duplicate the title so you can keep the same settings and only change the text.

    That will be because they weren't added. You can request for the creator to add captions, but unfortunately, sometimes you have to "make-do" with the auto-generated captions, which are of significantly lower quality.
