What's the true differences between PAUSE vs END Prime membership? Which plans does it apply to?

I never saw this before when I was regularly using prime annual. Then I was abroad a lot so only needed it when I was in the US or was shopping around holidays etc for myself or getting someone to bring over stuff I wanted.
