Driver license and ID application requirements
To get a driver license, you’ll need to have:
- Proof of citizenship or lawful presence in the U.S.
- Proof that you’re a Texas resident
- A social security number and a social security card
- Texas vehicle registration
- Proof of vehicle insurance
All documents must be current and not expired. If you’ve changed your name from your birth certificate, you’ll need to bring legal proof documenting the name change.
Some drivers need extra steps and documentation for their type of application including:

- Temporary visitors and foreign students
- Motorcyclists
- U.S. military veterans

Driver license and ID, renewals, and replacements
You can renew your Texas driver license or ID card:
- Online
- Over the phone
- In-person at a Department of Public Safety office
- By mail
Each renewal method has different eligibility requirements.
Driving eligibility and reinstatement fees
Drivers can log in to an online system to pay suspension fees and find out eligibility status.
Note: You can renew a photo ID online or by going to a local
On-Line Messenger Service to have one processed.
Step 1:
If you have not received the computer generated renewal application and it will expire in six months or less, you can obtain Form DL-54B (PDF).
Step 2:
You must complete the application and mail it in to the address listed on the form with a check or money order payable to PennDOT for the appropriate
fee.
Step 3:
A camera card will be mailed, and you should receive it within seven to ten working days after form is processed.
Step 4:
Once you receive your camera card, take it along with appropriate identification to any Photo Center to receive new digitized
driver's license. You may be asked to verify the last four digits of your social security number.
PennDOT uses state-of-the-art facial recognition technology when an individual has their photo taken for their driver's license/identification card renewal.
Customer demand for photo services is greatest the first and last 2 days of each month. Customer wait times are shorter on all other days.

Who’s eligible
If any of the below apply to you, you can renew by mail:
Military
If you are active-duty U.S. military or were honorably discharged in the last 60 days, you can renew your non-driver identification card by mail for free.
Medically unable to appear
If you have a major medical condition and cannot go to a DMV branch, you can request a renewal by mail by completing an application for renewal of your non-driver ID by mail (Form B-350) and Form CI-1.
Temporarily out of state or country
You are currently not in Connecticut. You can renew by mail and the non-driver identification card will be mailed to the out of state/country address.
Incarcerated
If you are incarcerated, you can renew your non-driver identification card by mail. You must provide your inmate number. The non-driver identification card will be sent to your facility.
Who’s not eligible
You’re unable to renew by mail if any of the following are true for you:
- You have already renewed your ID once through the mail or online.
- Your new ID will only be mailed to the mailing address you provide DMV. If you have mail forwarding you will NOT receive your ID.
- If you have established residency in another state, you’ll need to get a license in your state of residency and are not able to renew your Connecticut ID.
How to renew your non-driver ID by mail
To renew by mail:
- Complete an application for a Connecticut Driver’s License/Identification card by mail (Form B-350).
- Provide a check or money order made payable to “DMV” for the appropriate fee (please see instructions below). All checks must be drawn on a United States Bank and made payable in United States funds.
- NOTE: Please send your renewal at least 10 days prior to expiration, especially if mailing from out of country.

The fee for your ID renewal is computer-generated as DMV phases in the eight-year license. Your renewal letter will indicate your fee.

If you are active-duty military or honorably discharged in the last 60 days, a blind veteran or living in a shelter, you can renew your ID for free in person or by mail.
